Tom, a 1965 graduate of the University of Texas where he was named a Distinguished Alumnus in 2022, has been active in civic, political, charitable organizations and served in leadership positions for the City of Dallas and the State of Texas. He and Sally have been married for over 50 years and have two fine children and three wonderful grandchildren. Tom founded Dunning Benefits, a national employee benefits company, which he later merged with the Lockton Companies to form Lockton Dunning Benefits where he was CEO until his retirement. He was the lead director on Oncor Electric Delivery Company and served on a number of other corporate boards. A former Chair of The Dallas Citizens Council, Tom also chaired the DFW International Airport Board and was Dallas’ first Homeless Czar. Tom received Dallas’ highest honor, The Linz Award in 1998, and was elected in 2010 to the Dallas Business Hall of Fame.

Texas Governors appointed Tom to the State Boards of the Texas Department of Highways and Transportation, Texas Turnpike Authority, Human Services, Criminal Justice, and Chair of the Texas Water Development Board. Currently, he is serving on the UT Blanton National Leadership Board, the UT Steve Hicks School of Social Work Council, and the Executive Board of SMU’s Perkins School of Theology.
