In 1993, Texas became one of the first states to adopt a post-secondary tuition and fee waiver for foster youth. And in 2017, the Texas Higher Education Coordinating Board and Department of Family and Protective Services exchanged data for the first time on higher education outcomes of youth formerly in foster care.
A work-group examined the higher education outcomes of a cohort of 3,855 youth formerly in foster care who had turned 18 years of age between September 1, 2008 and August 31, 2009.
