In 1993, Texas became one of the first states to adopt a post-secondary tuition and fee waiver for foster youth. And in 2017, the Texas Higher Education Coordinating Board and Department of Family and Protective Services exchanged data for the first time on higher education outcomes of youth formerly in foster care.

A work-group examined the higher education outcomes of a cohort of 3,855 youth formerly in foster care who had turned 18 years of age between September 1, 2008 and August 31, 2009.

The study’s main findings are summarized in the infographic (download as pdf) below, which is distributed by the Texas Institute for Child & Family Wellbeing. Read about the study and its results in this publication.
